De raad van bestuur van NWO en het bestuur van ruimteonderzoeksinstituut SRON hebben hun voorkeur uitgesproken voor het gezamenlijke bid van de Universiteit Leiden en de Technische Universiteit Delft. In dit bid gaat SRON-Utrecht over enkele jaren verhuizen naar een nieuw gebouw op de campus van de Universiteit Leiden. NWO en SRON zijn verheugd over deze nieuwe locatie en de vele mogelijkheden die er zijn voor samenwerking in de wetenschap, technologieontwikkeling en instrumentbouw. Het voorgenomen besluit van NWO en SRON zal de komende maanden ter advies liggen bij de ondernemingsraad van SRON en van NWO. Na advies van de ondernemingsraden volgt in de loop van 2018 een definitief besluit van de raad van bestuur van NWO.

Dit voorjaar bleek dat de eerder geplande verhuizing van SRON-Utrecht naar Amsterdam niet doorgezet kon worden. NWO heeft vervolgens bij de Nederlandse universiteiten de interesses geïnventariseerd om SRON op hun campus te huisvesten. Afgelopen maanden zijn drie bidbooks voor de nieuwe huisvesting van de SRON-locatie in Utrecht beoordeeld door een selectiecommissie. De drie bids waren van hoog niveau en zeer aan elkaar gewaagd. Na een uitgebreide procedure adviseerde de selectiecommissie NWO en SRON om verder te gaan met het Zuid-Hollandse consortium.

Uitstekende aansluiting op wetenschap, technologie en instrumentenbouw
Het overkoepelende argument van de selectiecommissie om voor het bid van de Universiteit Leiden/Technische Universiteit Delft te kiezen was een optimale toekomstbestendige locatie voor SRON te realiseren. Daarbij vormden de inhoudelijke aansluiting van SRON in Leiden/Delft, de continuïteit van het onderzoek, het commitment van de biedende partij en de financiële aspecten belangrijke criteria om tot een eindoordeel te komen. Het enthousiasme en het brede draagvlak bij de beide universiteiten, in combinatie met een solide en genereus aanbod, maken dat de selectiecommissie veel excellente perspectieven ziet voor SRON op het gebied van ruimteonderzoek in Zuid-Holland. Daarnaast oordeelde de selectiecommissie dat er een uitstekende aansluiting is op de technologie en de instrumentenbouw van SRON. Ook is er een zeer goede aansluiting op twee wetenschappelijke programmalijnen van SRON: astrofysica en exoplanetenonderzoek. De aansluiting op de derde programmalijn, aardgericht onderzoek, is op dit moment in Zuid-Holland nog beperkt. Wel ziet de selectiecommissie in het bid van de Universiteit leiden/Technische Universiteit Delft voldoende mogelijkheden om deze aansluiting te realiseren.

Over de selectieprocedure
De selectiecommissie ontving in totaal drie bidbooks. Naast de Universiteit Leiden/Technische Universiteit Delft, hebben ook de consortia Universiteit van Amsterdam/Vrije Universiteit/Universiteit Twente en Radboud Universiteit/Technische Universiteit Eindhoven een bidbook ingediend. De drie bidbooks zijn beoordeeld door een selectiecommissie die ingesteld is in overleg met SRON en met het NWO-domein Exacte en Natuurwetenschappen (ENW). De selectieprocedure bestond uit twee schriftelijke vraagrondes gevolgd door interviews met delegaties van de indienende consortia. Op basis hiervan hebben NWO en SRON samen gekozen welke twee consortia verder konden in de procedure. Begin december vonden site visits plaats bij de twee overgebleven locaties. Na afloop van de bezoeken is de commissie tot een keuze gekomen en heeft de raad van bestuur van NWO en het bestuur van SRON geadviseerd om de voorkeur te geven aan het bid van de Universiteit Leiden/Technische Universiteit Delft, met nieuwe huisvesting in Leiden.

Over SRON
SRON maakt doorbraken mogelijk in het wetenschappelijk onderzoek vanuit de ruimte. Het instituut verricht astrofysisch, aardgericht en exoplaneet-onderzoek. Hiervoor ontwikkelt SRON grensverleggende technologie en geavanceerde ruimte-instrumenten. Als het nationaal expertise-instituut adviseert SRON de overheid en coördineert het nationale bijdragen vanuit de wetenschap aan internationale ruimtemissies. SRON bevordert maatschappelijke toepassingen van ruimtechnologie. SRON heeft twee vestigingen: één in Utrecht en één in Groningen. De verhuizing van SRON-Utrecht is nodig omdat het huidige gebouw op de Uithof het einde van zijn levensduur nadert. Het instituut maakt deel uit van de Nederlandse Organisatie voor Wetenschappelijk Onderzoek (NWO).

South Holland first choice for new location SRON

The NWO executive board and the board of the Netherlands Space Research Institute SRON have expressed their preference for the joint bid of Leiden University and Delft University of Technology. In this bid, SRON Utrecht will relocate in several years time to a new building on the campus of Leiden University. NWO and SRON are pleased about this new location and the many possibilities it offers for collaborating in science, technology development and instrument construction. The intended decision of NWO and SRON will now be submitted to the works councils of SRON and NWO who will issue their advice in the coming months. After that advice from the works councils has been received, the NWO executive board will take a final decision in 2018.

This spring it transpired that the previously planned relocation of SRON Utrecht to Amsterdam could not go ahead. NWO subsequently explored the interests of Dutch universities to accommodate SRON on their campus. Three bid books for the new accommodation of the SRON location in Utrecht were assessed by a selection committee over the past few months. The three bids were of a high quality and closely matched each other. After an extensive procedure, the selection committee advised NWO and SRON to proceed with the South Holland consortium.

Excellent connection with science, technology and instrument construction
The overarching argument from the selection committee to choose the bid from Leiden University/Delft University of Technology was the opportunity to optimally realise a future-proof location for SRON. Furthermore, the research connections between SRON and Leiden/Delft, the continuity of the research, the commitment of the bidding party and the financial aspects were important criteria for reaching the final assessment. The enthusiasm and broad support at both universities in combination with a solid and generous offer meant that the selection committee saw many excellent prospects for SRON in the area of space research in South Holland. In addition, the selection committee judged that there is an excellent connection with the technology and instrument construction of SRON. There is also a very good connection with two scientific programme lines of SRON: astrophysics and exoplanet research. The connection with the third programme line, Earth research is still limited in South Holland at present. However, in the bid from Leiden University/Delft University of Technology the selection committee does see sufficient possibilities for realising this connection in the future.

About the selection procedure
The selection committee received a total of three bid books. Besides Leiden University/ Delft University of Technology, the consortia University of Amsterdam/University of Twente and Radboud University/ Eindhoven University of Technology also submitted a bid book. The three bid books were assessed by a selection committee that was appointed in consultation with SRON and the NWO Science domain. The selection procedure consisted of two written rounds of questions followed by interviews with delegations from the submitting consortia. On the basis of this, NWO and SRON jointly chose which two consortia could continue in the procedure. At the start of December, site visits were paid to the two remaining locations. After the visits, the committee reached a choice and it advised the NWO executive board and SRON board to opt for the bid from Leiden University/Delft University of Technology with new accommodation in Leiden.
